Do I need a Muffler on my car to pass inspection?

I have a 94 Ford Thunderbird that I'm completly re doing and I just want to make sure if I do or dont need a muffler to pass inspection again. Im looking to just cut off both mufflers (Dual Exhaust) and just put chrome exhaust tips. Let me know Thanks!
