Is it legal to stop your exhaust at the muffler? In NY state?

I have a dodge ram and wanted to conceal my exhaust, but I want to pass inspection. I was just planning on replacing the muffler and doing away with the exhaust pipes after. Do I need to do anything to comply with state regulations for inspection purposes.....to I have to at least put diverting tips on the mufflers exit or can I leave it just muffler only, nothing else. I'm not doing away with cats or anything else like that............
